    Board Member Candidate - Sara Hatch

    Sara Hatch is a lifelong resident of Franklinville. She graduated from TBA in 1998, and attended Nazareth College
    in Rochester, NY for her master’s degree in physical therapy. She lives in the village with her husband Cary, and
    their three sons Cayden, Jackson, and Kellen. She is a member of Franklinville First Baptist Church and serves on
    the Christian Education and Hospitality committees there. She was active for many years on the Franklinville PTO,
    is a member of the Friends of Cash Park Committee, and a Union Rep for the United BOCES Teachers Association.
    She has been a Physical Therapist for 22 years and has provided school-based PT services for children with special
    needs and developmental delays from across our region at Cattaraugus-Allegany BOCES for 20 years. She also works
    per diem in acute care at Olean General Hospital.
    Sara has served on the Franklinville Board of Education since 2020, currently serving as Vice-President. She has
    represented Franklinville at the Allegany Cattaraugus Association of School Boards since 2020 and is on the Executive
    Committee. She has learned a lot in the past five years and would like to continue to serve the school community while
    always keeping the phrase “what’s best for kids” as her compass. She is a strong supporter of public schools, and the
    potential for greatness in every child when given a variety of opportunities to grow their strengths in all areas of development.

    Board Member Candidate - Douglas Howard

    My name is Doug Howard, and I am proud to call myself a lifelong member of the Franklinville Community. 
    As a homeowner in the Franklinville School District, a former student of TBA myself, a parent to two 
    Franklinville graduates, and a grandparent of children who are currently in attendance, I have a deep-rooted
    investment in the success of our students, their families and in the future of our district that supports them.
    I grew up on a local dairy farm right here in Franklinville, where I learned the value of hard work, perseverance,
    and community values that I’ve carried with me throughout my life. After high school I sought education at FLCC
    and became a Journeyman Machinist. I still use what I learned through the trade school today in my current
    position as a toolmaker. These experiences have given me a hands-on, practical approach to solving problems.
    In addition, I also own a successful Airbnb vacation rental, and a bounce house rental business, giving me a strong
    understanding of how the business world operates and how we can better prepare students for real-world success.
    My unique background, which spans agriculture, skilled trades, as well as small business ownership gives me a 
    well-rounded perspective on what the students in our community need for success both inside and outside the
    classroom. I strongly believe in building a school system that supports every one of our children’s potential.
    Beyond my work experience, I’m also an active member of a local church community, which has helped me to shape
    my strong sense of compassion, service, and commitment to doing right by others. I care deeply for our kids, our families,
    and all the values that make Franklinville such a great place to live and to learn. I care deeply about the kids in our
    community and about the future we are shaping for them, with all of your support, I would be honored to bring all of my
    practical experience, community values, and deep-rooted dedication to serve Franklinville.

  • Notice of Annual Meeting, Budget Vote, and Election
    FRANKLINVILLE CENTRAL SCHOOL DISTRICT
    FRANKLINVILLE, CATTARAUGUS COUNTY, NEW YORK

    NOTICE IS HEREBY GIVEN, that a public hearing of the 
    qualified voters of the Franklinville Central School District,
    Cattaraugus County, (the “District”) Franklinville, New York,
    will be held in the Cafeteria at Franklinville Central Elementary
    School building in the District on Tuesday, May 6, 2025, at
    5:30 PM, for the presentation of the 2025-2026 budget;

    AND FURTHER NOTICE IS HEREBY GIVEN that the Board
    of Education of the District (the “Board”) will have prepared and
    completed a detailed statement in writing of the amount of money
    which will be required during the ensuing 2025-2026 fiscal year
    for school purposes, specifying the several purposes and the
    amounts for each.  The amount for each purpose estimated
    necessary for payments to boards of cooperative educational
    services (BOCES) shall be set forth in full with no deduction
    of estimated state aid.  Such statement will be available for
    review to residents of the District during the hours of 8:00 a.m.
    to 3:00 p.m. from May 6, 2025 to May 20, 2025 (exclusive of
    Saturdays, Sundays and holidays), at the District Clerk’s
    Office in the Junior-Senior High School;

    AND FURTHER NOTICE IS HEREBY GIVEN that the Annual
    Meeting and Vote (“Annual Vote”) of the qualified voters of the
    District will be held in the Gymnasium Foyer at the Ten Broeck
    Academy Junior-Senior High School in the District on Tuesday,
    May 20, 2025, between the hours of 12:00 PM and 8:00 PM,
    for the purpose of electing one (1) member of the Board, voting
    on the budget of the District for the 2025-2026 fiscal year and
    transacting such other business as may be authorized by law;

    AND FURTHER NOTICE IS HEREBY GIVEN, that the election
    of members of the Board shall be held to fill one (1) position on
    the Board.  The candidate receiving the highest vote total shall
    be elected to a five-year term (commencing July 1, 2025 and
    ending June 30, 2030) to fill the vacancy created by the
    expiration, on June 30, 2025, of the term of Sara Hatch; 

    AND FURTHER NOTICE IS HEREBY GIVEN that petitions
    nominating candidates for the office of the member of the Board
    shall be filed with the District Clerk at her office in the Junior-Senior
    High School, not later than Monday, April 21, 2025, between 9:00
    AM and 5:00 PM.  Each petition shall be directed to the District
    Clerk, shall be signed by at least twenty-five (25) voters of the
    District, or 2% of qualified voters who voted in the 2024 Annual
    Vote, whichever is greater, must state the name and residence
    of the candidate, and the residence of the signer;

    AND FURTHER NOTICE IS HEREBY GIVEN, that voting at the
    Annual Vote shall consist of the Board election, voting on the
    following propositions, and voting on any other propositions as
    may be authorized by law and the rules of the Board to be voted
    on at such time:

    PROPOSITION NO. 1 – 2025-2026 BUDGET

    Shall the following resolution be adopted?

    RESOLVED, that the basic budget for the Franklinville Central
    School District (the “District”) for the fiscal year commencing
    July 1, 2025 and ending June 30, 2026, as presented by the
    Board of Education, is hereby approved and adopted, and
    the required funds therefor are hereby appropriated and the
    necessary real property taxes required shall be raised by a
    tax on the District’s taxable property to be levied and collected
    as required by law.

    AND FURTHER NOTICE IS HEREBY GIVEN that applications
    for absentee ballots may be obtained from the District Clerk
    between the hours of 9:00 AM and 3:00 PM Monday through
    Friday, except holidays, at her office located in the Junior-Senior
    High School or by email at: tbowers@tbafcs.org. Completed
    applications must be received by the District Clerk at least
    seven (7) days before the Annual Vote, if the ballot is to be
    mailed to the voter, or the day before the Annual Vote, if the
    ballot is to be delivered personally to the voter.  The District
    Clerk must receive absentee ballots no later than 5:00 PM,
    on Tuesday, May 20, 2025, to be canvassed and counted.
    A list of persons to whom absentee ballots are issued will
    be available for inspection to qualified voters of the District
    in the office of the District Clerk on and after May 15, 2025,
    between the hours of 9:00 AM and 3:00 PM on weekdays
    before May 20, 2025, the day set for the Annual Vote, and
    said list will be posted at the polling place of the Annual Vote.
    Any qualified voter may challenge the acceptance of an
    absentee ballot of any person on such list by making the
    challenge and the reasons therefore known to the Inspector
    of Election before the close of the polls;

    AND FURTHER NOTICE IS HEREBY GIVEN that military
    voters who are qualified voters of the District may apply for 
    a military voter ballot by requesting an application from the
    District Clerk by mail or email at: tbowers@tbafcs.org. Applications
    for military voter ballots must be received by the District Clerk
    by or prior to 5:00 p.m., (EDST) on April 24, 2025. In a request
    for a military application or ballot, military voters may designate
    their preference for receiving their application or ballot by mail,
    facsimile transmission or email. If no designation is indicated,
    the military ballot application and ballot will be transmitted by
    mail. Irrespective of the preferred method of transmission
    designated by a military voter, a military voter’s original military
    ballot application and military ballot must be returned by mail
    or in person to the office of the District Clerk at 31 North Main
    Street, Franklinville, NY 14737, and received no later than
    5:00 p.m. on Tuesday, May 20, 2025, to be canvassed and counted.
    A list of all persons to whom military voter ballots shall have been
    issued will be available for inspection in the Office of the District
    Clerk on and after May 15, 2025, between the hours of 9:00 AM
    and 3:00 PM on weekdays before May 20, 2025, the day set for

    person. All completed ballots must be received by the District Clerk
    not later than 5:00 p.m. on Tuesday, May 20, 2025, to be canvassed
    and counted.  A list of all persons to whom early mail ballots shall
    have been issued will be available for inspection in the Office of
    the District Clerk on and after May 15, 2025, between the hours
    of 9:00 AM and 3:00 PM on weekdays before May 20, 2025, the
    day set for the Annual Vote, and such list shall also be posted at
    the polling place during the Annual Vote, and any qualified voter
    may challenge the acceptance of an early mail voter ballot of any
    person on such list, by making the challenge and the reasons
    therefore known to the Inspector of Election before the close of
    the polls;

    AND FURTHER NOTICE IS HEREBY GIVEN, that pursuant to a
    rule adopted by the Board under §§2035 and 2008 of the Education
    Law, any referenda or propositions to amend the budget, otherwise
    to be submitted for voting at the Annual Vote, must be filed with the
    Board at its Regular Meeting on or before April 22, 2025, at 5:00 PM;
    must be typed or printed in English, must be directed to the District
    Clerk and signed by at least twenty-five (25) qualified voters of the
    District (representing 5% of the number of voters who voted in the
    previous Annual Vote); and must state the name and residence of
    each signer.  However, the Board will not entertain any petition to
    place before the voters any proposition the purpose of which is
    not within the powers of the voters to determine, or any proposition
    which fails to include a specific appropriation where the proposition
    requires the expenditure of monies.

    Voter Eligibility

    To qualify as a voter, a person must be:

    • a citizen of the United States
    • at least 18 years old or older
    • a resident of Franklinville Central School District for at least 30 days prior to the vote.

    Absentee Ballots

    Applications for absentee ballots will be obtainable between the hours of 9:00 am and 3:00 pm 
    Monday through Friday, except holidays, from the District Clerk.

    Completed applications must be received by the District Clerk at least seven (7) days before the election if the ballot is

    to be mailed to the voter or the day before the election if the ballot is to be delivered personally to the voter.

    Absentee ballots are automatically mailed to voters whose registration record on file with the county board of elections is marked 
    "permanently disabled". If you are marked as such and do not receive your ballot, please be sure to email or call the District Clerk
    at tbowers@tbafcs.org or 716-676-8059. 

    A qualified district voter may use an absentee ballot if, on the day of the vote:

    • They are a patient in a hospital or unable to appear personally at the polling location on such day because of illness or physical disability.
    • They are unable to appear personally at the polling location on such day because of a temporary illness or physical disability. 
    • They will be outside of the county because of duties, occupation, business or studies. A statement explaining the business or special
      circumstances which necessitate the absence, must be included in the application.
    • They will be on vacation outside of the District: The application must include the dates you expect to leave and return, the place(s) you
      expect to be, your employer’s name and address, or a statement that you are self-employed.
    • They are detained in jail awaiting grand jury action, awaiting trial, or confined in prison after conviction for an offense other than a felony.
      The application must specify for which of those reasons you are in jail.

    Important note: absentee ballots may be mailed or issued in person only directly to the applicant. 
    Applicants may not designate another individual to receive the ballot on their behalf.

    The completed absentee ballot must be received by the District Clerk no later than 5:00 PM, prevailing time, on Tuesday, May 20, 2025.
